Mr. Balogh obtained his Diploma at the Budapest Business School in 1978. Then
he worked at the Ministry of Foreign Trade for more than ten years, first as a
senior staff member and then as Director of the Customs Policy Department.
He then joined the foreign diplomatic service and was a counsel in charge of
the OECD Section of the Hungarian Trade Representation Office in Paris from 1991
to 1993. Between 1994 and 1996 he was appointedextraordinary envoy and minister
plenipotentiary, as well as Hungary’s negotiator in chief in the course of OECD
accession negotiations. During the period of 1996-1999 he was Hungary’s Permanent
Representative to the OECD and head of the Hungarian OECD Mission in Paris at
the rank of ambassador.
After returning home, in 1999 he became the Executive Director of the International
Department of the Hungarian Money and Capital Market Supervision, which was transformed
into the Hungarian Financial Supervisory Authority in 2000. Between 2001 and 2005
he was the Managing Director of the Analysis, Methodology and International Directorate
at the HFSA. Mr. Balogh took part in the development of the Hungarian financial
regulatory system, in the process of building international relations for the
supervisory authority, in the preparations for the EU Accession and in the elaboration
of the methodology of the supervisory system of market and risk analyses. In the
meantime, from 2001 to 2003 he also was appointed government commissioner responsible
for the coordination of Hungarian anti money laundering policy and was the chairman
of the AML Inter-Ministerial Committee.
From 2005 to his appointment as Vice President he was employed by the National
Bank of Hungary as senior payment expert and then as a senior international advisor.
He also took part in the work of the Economic and Financial Committee of the EU.
He is the author and co-author of various books and articles reflecting his work.
